ACCESS

NIWC Pacific is a secure enclave and requires an NIWC Pacific badge along with one of the following credentials:

  • A valid Common Access Card (CAC)
  • Defense Biometric Identification System (DBIDS) card. Must be consistent with the purpose of the visit and the company represented on the visit request.

CAC or DBIDS MUST be relevant to the purpose of the visit. Visitors cannot use a Reserve, Retiree or Dependents badge for access if visiting as a contractor.

You MUST have a valid CAC or DBIDS in hand to be issued with a NIWC Pacific badge.

Permanent residents must have their original Permanent Resident Card (Green Card) in addition to their NIWC Pacific Badge, CAC, or DBIDS. We do not accept copies.

Work permit cards are not accepted.

VISITS

Official visits are issued based on visitor requests submitted by the visitor's parent organization or company, and upon approval, it is stated that an individual has permission from the Commanding Officer to come aboard NIWC Pacific.

The NIWC Pacific Security Office requiresfive business daysto process visit requests for verified visitors.

Visitor approval information may be shared through any of these processes:

1.PREFERRED– SUBMIT BY DISS

For GENSER/SECRET: Send the visit notification to the SMO code660015-H

For SCI levels: SMO code660013. Add the following information:

  • visit date(s).
  • Technical Contact (must be a government employee of NIWC Pacific)
  • Purpose of Travel

  • Name and address of contractor's responsible safety officer, assigned CAGE or FSC number and certificate of facility clearance level
  • Authorities/company confirmation of the current release status of the employee
  • The visit request must be signed by an authorized officer, security manager, or facility security officer.

Parking is possible in any unreserved marked space. Most large buildings have visitor parking spaces. Disabled parking is also available, however all parking spaces are very limited in some areas.

Visitor Information – NIWC Pacific (1)

NIWC Pacific-Topside is located at the intersection of Electron Drive and Catalina Boulevard, across from 3rd Naval Fleet Headquarters at the Point Loma end. The base overlooks both San Diego Bay and the Pacific Ocean.

From San Diego International Airport

  • TakeAirport Terminal Rd. to Exit Airport to North Port Dr.
  • Directly at the north harbor Dr.
  • Left on Rosecrans St.
  • Right on Canyon St.
  • Left on Catalina Blvd.
  • Links to Electron Dr. and show your IDs to the guard. To collect your visitor's badge, park in the right parking lot and enter the Badging Office, Bldg. 27. When you return to your car, turn right and go through the main gate where the attendant will check your badges.

From federal highway 8

  • Take I-8 West to the end.
  • LeftontoSunset Cliffs Blvd.
  • Keep left to continue on Nimitz Blvd.
  • Right onto Chatsworth Blvd.
  • LeftontoCatalina Blvd.

  • Take Airport Terminal Rd. to the North Harbor Dr. exit.
  • Directly at the north harbor Dr.
  • Left on Rosecrans St.
  • Left onto Strothe Rd. and present your passports at the guard gate, or to collect your pre-authorized visitor badge, park in the lot and go to the Badging Office, Bldg. 204 (next to the turnstile).

From federal highway 8

  • Take I-8 West.
  • Use the 2 right lanes to take the exit toward Rosecrans St. (do not take the I-5 north exit)
  • Take Rosecrans St. to the NIWC Pacific Bayside Guard Gate
  • Left onto Strothe Rd. and present your passports at the guard gate, or to collect your pre-authorized visitor badge, park in the lot and go to the Badging Office, Bldg. 204 (next to the turnstile).

VERIFICATION PROCESS FOR UNESCO-RATED VISITORS

For visitors who do NOT have an authorized Proof of Credential, CAC, or DBIDS appropriate to the purpose of their visit AND who require UNESCORTED access aboard NIWC Pacific, Commander Navy Region Southwest has implemented DBIDS procedures to facilitate completion of thePDF-Form SECNAV 5512/1to check criminal records.

CAC or DBIDS MUST be relevant to the purpose of the visit. Visitors cannot use Reserve, Retiree or Dependent IDs for access when visiting as contractors.

Personnel who have not been screened require escorts.

If a visitor does not have an authorized credential, they MUST go through the DBIDS process:

  1. THE UNVERIFIED VISITORmust be filled out and signedSECNAV 5512/1pdf form (download link above) and send it to the Technical Point of Contact (POC).
  2. TheTechnical POCmust list his/her visitor on the To Be Vetted Listing form and submit both forms to the NIWC Pacific Badging Office along with the Visitation Request and Approval Letter.

Due to the personal data contained on the forms, the forms must be sent to the Badging office via encrypted email to:NIWC_PAC_VisitRequest@us.navy.milor delivered by hand.

The Badging Office, in turn, sends the form and listing to the regional mailing center for review.Results may take 7 to 10 business days after forms are received by the regional shipping center.

Unless visitors have been screened by the Regional Dispatch Center, they are not permitted to enter the commando unescorted.

It is recommended that visitors call several working days prior to their scheduled visit to ensure all items required for access have been received and to ensure the Badging Office will be open on the day of arrival.

VISITS ABROAD

Foreign visitors must contact their embassy in Washington, D.C. and request that a foreign visit application be sent to NIWC Pacific.

DAY OF VISIT

For guests who have a military ID, retired military ID, or Common Access Card (CAC).please contact the NIWC Pacific Topside Badging Office, Bldg. 27 directly to collect a temporary ID card for facility entry.

If you do not have a military ID, retired military ID, or CAC, please follow the steps below or your technical contact's requirements.

1.Proceed to the Naval Base Point Loma Badging Office, Bldg. 204 at the corner of Rosecrans Street and Strothe Road to collect your DBIDS paper badge.

2. Go to NIWC Pacific, Topside Badging Office, Bldg. 27 to receive your temporary NIWC Pacific badge.

3.Proceed to the NIWC Pacific gate designated for your event or convention and show the guard both the paper DBIDS ID card and the temporary NIWC Pacific badge.

If your visit is on a Friday when the Badging offices are closed, you will need to coordinate access directly with your technical contact.
